The Equity Leads were established in 2023 by the California Senate as a key initiative within the California Statewide System of Support, with an annual investment of $2 million. Kings, Los Angeles, and Sonoma County Offices of Education have been designated as the Equity Leads. These offices will collaborate with local educational agencies (LEAs) to identify barriers and opportunities and implement actions and services that address the needs of all students, with a focus on closing racial disparities in opportunities and academic outcomes. The Supporting the African American Learner (STAAL) guide will serve as the foundational framework for the Equity Leads.

The Equity Leads will oversee the initiative's implementation statewide, ensuring that services are provided across the entire state, not limited to specific geographic regions. They will monitor the impact of local control and accountability plan (LCAP) goals and prioritize support for schools receiving Equity Multiplier Funding.
